+1: Exile the top card of each players library, put a soul counter on your exile.
-2: Look at target opponents hand. Chose a card from it, exile it. Target opponent draws a card.
-8: Remove each soul counter from exile. Return a creature to the battlefield under your control for each soul counter removed this way.
