As an additional cost to cast Response to War, tap an untapped creature you control.
Search your library for X creature cards that share a creature type with and have converted mana cost less than the tapped creature, exile those cards then shuffle your library.
At the beginning of your next upkeep, put the exiled cards onto the battlefield under your control. those creatures gains haste.
