Whenever another player scrys cards, surveils cards, or draws a card except the first
one they draw in their draw step each turn,
you may pay {u}. If you do, that player may reveal those cards to you. Otherwise, you
draw a card.
Nothing approaches unnoticed under the watchful gaze of the beacon garrison.
