Will of the Council - At the beginning of your Upkeep, starting with you, each player votes for Prosperity or Knowledge. If Prosperity gets more votes, each player may search their library for a basic land and put it onto the battlefield tapped, then shuffle their library. If Knowledge gets more votes or the vote is tied, each player draws a card.
You have no maximum hand size.
