When City of Shining Spires enters the battlefield manifest each card from your hand (put it onto the battlefield face down as a 2/2 creature, turn it face up any time for its mana cost if it's a creature card.)
Whenever you would draw a card, manifest the top card of your library instead.
The city bustles with life, and hides sudden, unfortunate death.
