Play Cogs of Time only during your precombat main phase.
Reverse the order of steps and phases. (Begin with the cleanup step and end with the untap step. Blockers are assigned before attackers. Blocked creatures must attack if able. Combat damage is assigned at the beginning of combat step instead of the combat damage step.)
