When Der Anarchist enters the battlefield, you
become the anarch. (At the beginning of your end
step, discard a card. Whenever a creature deals combat damage to you, its controller becomes the anarch.)
As long as you're the anarch, whenever a player discards a card, Der Anarchist deals 1 damage to
all opponents and all creatures they control.
