Extraction of Price

Choose target player and they are cursed.

Whenever target player casts a spell that isn't a sorcery or instant, they must tap all remaining land permanents they control. Whenever lands are tapped by cursed players, they lose X life, where X is the number of tapped mana they control.

Price Exchange- {2}{b} Controller of Extraction of Price chooses target player and switches control of target curse or enchantment to that player.
