Fiend's Dice

{r}, {t}: Discard a card at random, then draw
a card. Any player may have Fiend's Dice deal X damage to him or her, where X is the discarded card's converted mana cost. If no one does, you may cast a card with converted mana cost X or less from your hand without paying its mana cost.
