Five Paths Meditation: Shui

Whenever you, a permanent you control,
or a spell you control becomes the target of a spell or ability an opponent controls, counter that spell or ability unless its controller pays {2} for each Meditation you control.
I meditate on the Way of the Black Tortoise.
