Put an infection counter on Flood Carrier each time it blocks an attacking creature. When there are four or more infection counters on Flood Carrier, sacrifice it. Then create four 1/1 black Infect Form creature tokens with infect.
The Carrier Form has a simple mindset...release the Infection Forms it carries to a suitable host.
