At the beginning of your upkeep, put a freeze counter on Frost Creeper.
Remove a freeze counter from Frost Creeper: Counter target spell.
Remove two freeze counters from Frost Creeper: Tap target creature, it dosen't untap during its controllers untap step for as long as you control Frost Creeper.
