Hastur, the King In Yellow

At the beginning of each upkeep, each player gets a madness counter. Whenever an opponent casts a spell, flip a coin for each madness counter on them; counter it unless they pay, {2}, {p/r}, or {p/u} for each flip they lost.
The curtain rises on the final act.
