Ikt the Endless Winter

When Ikt enters the battlefield, tap all creatures target opponent controls.
Creatures do not untap during their controler's untap step. Instead, that player may pay {2} for each creature they want to untap.
Ikt's power and toughness is equal to the number of tapped permanents on the battlefield.
