When Interregnum enters the battlefield and at the beginning of each upkeep, put a verse counter on it.
Whenever a legendary creature or planeswalker enters the battlefield, sacrifice Interregnum.
When Interregnum leaves the battlefield, each player draws equal to the number of verse counters on it and then discards that many cards.
