Creatures you control cannot have or gain Haste but can tap for activated or mana abilities the turn they enter play.
You may tap permanents while they are already tapped an extra 90 degrees, if you do each of those permanents only untap 90 degrees each Untap step. If you were to tap a card 360 degrees it isn't untapped.
