Mandated Participation

At the beginning of each player's end step, if
that player cast no spells from their hand this turn, exile cards from the top of that players library until you reveal a non-land card. That player casts that card without paying its costs.
(A card cast this way without legal targets is
still cast, but resolves as if the legal target had
been removed.)
