At the beginning of each players upkeep, before
draw step, that player names a card. they reveal the top card of their Library. If it's the named card,
they draw that card. If it's not the named card,
they put it onto the bottom of their Library.

If a spell or ability reveals one or more cards from
any player's library, they may pay {1}. If they don't,
counter that spell or ability.
