Phases of The Moon

At the start of your upkeep, put a phase counter on Phases of The Moon. If you already have three counters on it at the start of your upkeep, remove those counters instead.

Waterbenders, Avatars, and white spirits you control have +1/+1 for every phase counter on Phases of The Moon.
