Trust of the Council - Each player votes for Names or Faces at the same time then exile the top seven cards of their library.
If you voted Names, for each Names vote, put a permanent card exiled this way from an opponent's library onto the battlefield under
your control.
If you voted Faces, for each Faces vote, cast an instant or sorcery card exiled this way from your library without paying its mana cost.
