Procrastination

{2}: Counter target spell or activated ability. Any player may activate this effect. When this ability is activated, the player who activated it gets a lazy counter unless they discard a card.
For each lazy counter a player has, spells and activated effects they pay for cost {1} more.
When procrastination leaves the battlefield remove all procrastination counters from all players.
