Raze the City

During each player's upkeep, that player puts a burning counter on a target land. Lands with a burning counter on them cannot trigger abilities and have "{t}: add {r} for each burning counter on this land."

Whenever a land has three or more burning counters on it, its owner sacrifices that land.
