Regent of the Rising Tide

At the beginning of your upkeep, put a flood counter on Regent of the Rising Tide.
Whenever you tap an Island for mana, add {u} to your mana pool for each flood counter on Regent of the Rising Tide, then return that land
to its owner's hand and you lose life equal to the number of flood counters on Regent of the Rising Tide.
As the tides rise, so too do the forsaken lords of Cataclysm
