You may only cast Rune of the Starscourge if
a creature died this turn.

Whenever a creature you control becomes the
target of a spell or ability an opponent
controls, you may sacrifice another creature.
If you do, exile that creature, then return it to
the battlefield tapped at the next end step. Do
this only once each turn.
