Ruthless Crown Hunter

When Ruthless Crown Hunter enters the battlefield, you may have an opponent of your choice become the monarch.
Whenever an opponent would draw a card, except for the first card they draw during their
draw step, that player reveals the top card of their library. That player loses life equal to the revealed card's converted mana cost unless they sacrifice a nonland permanent. Then that player puts the revealed card into their hand.
