At the beginning of your upkeep, you get {e}(an energy counter). If you do, put a Smog Counter on target permanent that doesn't have a Smog Counter on it.
Permanents with Smog Counters on them can't give their controller {e}.
Activated abilities of permanents with smog counters on them that can't be activated if they require their controller to pay {e}.
