Strict Judge of the Game

Whenever a player casts a creature spell you may have that player pay {3}, if he or she pays, create a token that is a copy of that creature. Otherwise counter that spell, its controller searches his or her library for a creature with less converted mana cost and puts it onto the battlefield, then shuffles his or her library.
