{x}{t}:Reveal cards from the top of your library until you reveal a legendary spell with mana value X or less, exile that card with one time counter on it.
If it doesn't have suspend it gains suspend. Put the rest of the cards on the bottom of your library in a random order. Activate only as a sorcery.
