At the beggining of your upkeep, you may choose not to untap your legendary creatures. If you do, look at the top X cards of your library, where X is the number of Legendary creatures you did not untap. From among the cards you may put any number of legendary permanents into your hand, then you may cast one with converted mana cost X or less without paying it's mana cost.
