Whenever an opponent cast a spell from their hand, exile it with X time counters on it where X is 1 plus the number of cards its controller owns in exile. If it doesn't have suspend, it gains suspend.

At the beginning of your endstep, Tibalt deals X damage to each opponent and you draw X cards where X is the amout of cards in exile with suspend.
