Ascend (If you control ten or more permanents and you don't have the city's blessing, you get the city's blessing for the rest of the game.)
Destroy target creature with power 4 or less. If you have the city's blessing, instead destroy target creature with power less than number of your permanents.
The guillotine is the ultimate expression of law, and it's not neutral. Its true name is vengeance.
