Tribute to the Empty Throne

Will of the council -- When Tribute to the Empty Throne enters the battlefield, starting with you, each player votes for tribute or punishment. Each player that chooses tribute must pay {x} or pay twice X life. Each player that chooses punishment must sacrifice X creatures or discard half of X cards, rounded up.
"All must pay tribute. If you cannot be thankful for your privileges, no worry; they will be revoked for you."
