Waterborn Torrent

Waterborn Torrent can't be the target of abilities
your opponents control.
Whenever an opponent activates an ability of a
permanent they control that isn't a mana ability,
that player gets a flood counter.
{x}{u}, {t}: Target opponent returns X creatures
they control to their owner's hands where X is
the number of flood counters they have.
